Expectations for dramatic change in Washington are high in the wake of the 2008 elections. Pledges of sweeping change fueled the historic election of Senator Barack Obama as the 44th President of the United States. A new Administration means new leaders overseeing the water resources arena and new policies. Democrats increased their majorities in both the Senate and the House. Promises for a multi-billion dollar economic stimulus package focus on much-needed infrastructure spending. The Chairmen of both the Senate and the House AppropriationsCommittees, Senator Daniel Inouye (Hawaii) and Representative David Obey (Wisconsin), have announced new rules requiring openness in the earmark process. A variety of other members have promised to “reform” earmarks as well. It seems inevitable that there will be significant changes to the traditional appropriations process.
