Because of the volume of e-mail received by congress, Senators and Representatives have set up webforms for their constituents. However, if you are outside their voting block your e-mail will be answered electronically with a polite "sorry, we are not able to help you..." response that will never be read.
To contact congressional members that are not a part of your elected delegation it is recommended that you contact them via fax.
